(What is to be done?) from the perspective of European Union states: The Hijack. Europe, Belarus, and the Abduction of Roman Protasevich. The following two discussions (the first in German, the second in English) shifted the focus from the European Union to the former Soviet space in an attempt to better understand what is happening inside Belarus itself. In what way is the currently showcased performative-confession-extracted-through-torture reminiscent of Stalinist times, and in what way is there something post-modern about it? What is the relationship between insecurities about masculinity and state terror? How does a “revolution with a woman’s face” open new possibilities for politics, for rebellion against tyranny? Mai spontan ein Expertenpanel, das sich mit der Frage что делать? (Was tun?) insbesondere aus der Perspektive der Europäischen Union befasste (The Hijack. Europe, Belarus, and the Abduction of Roman Protasevich). Die beiden für den 30 Juni und 1. Juli geplanten Diskussionen (die erste auf Deutsch, die zweite auf Englisch) haben das Augenmerk stärker auf den post-sowjetischen Raum gerichtet und sich insbesondere mit den Auswirkungen des staatlichen Terrors auf die belarusische Gesellschaft befasst: Wie werden die gegenwärtig öffentlich inszenierten (und durch Folter erzwungenen) Geständnisse wahrgenommen? Buoyed by the signing of the Helsinki Final Act in 1975, dissidents embraced this new framework, holding the Soviet regime to account and asserting their right to live in such a way that their outer conduct reflected their inner convictions. The regime found this new challenge to the worldview it sought to impose on its citizens deeply threatening and responded with harsh repressive measures, including the arrest of many of the movement's leaders. The final years of the Ukrainian Soviet Socialist Republic and the first years of independent Ukraine came together into what was essentially an uninterrupted festival of artistic events that were new for their time, or at the very least a clear alternative to the ossified official culture. A radical renewal of cultural discourses and values through poetry, rock music, visual and performance art became an ineluctable part of sociopolitical changes at that break of eras. How did it begin in Ukraine, and why did it end? What has been preserved in memory? What has been swallowed up by oblivion? Was the “festival age” a continuation of, or a supplement to, the East European velvet alternatives? Read more

For both prison administrators and state-appointed public prosecutors, silence was synonymous with discipline and order. This definition gave criminal prisoners an opportunity to bargain silence in exchange for legally slight yet routine-revising changes within the regime of incarceration. Noise wielded such powerful leverage because it spread inmates’ demands from inside the prison to nearby streets – in this case, those of the Habsburg city of Lemberg. Inmates were able to use their prison buildings as a space of resonance – in both physical and symbolic ways. Read more

	Language Policies in Multilingual Countries: Western and Non-Western Approaches	Mon, 14.12.2020	Seminars and Colloquia	Volodymyr Kulyk Wolfgang Merkel Miloš Vec		Language Policies in Multilingual Countries: Western and Non-Western Approaches Mon, 14.12.2020 Speakers: Volodymyr Kulyk Wolfgang Merkel Miloš Vec Series: Seminars and Colloquia The presentation was based on the nearly completed Ukrainian-language book that examines the varieties of language policy in a number of Western and non-Western multilingual countries, looking not only at those with official bi- or multilingualism but also at those promoting one dominant language. The book seeks to describe and explain their successes and failures in promoting certain languages, ensuring human rights, maintaining social stability, and forging national unity, with a keen eye on identifying those arrangements that could be adopted in today’s Ukraine. In the presentation, however, Volodymyr Kulyk focused on similarities and differences between prevalent patterns of multilingualism and its management by the state in Western and non-Western (post-colonial and post-imperial) countries. He explored sociolinguistic, historical and political factors determining these countries’ choices of language policy and their degrees of success in its implementation. Read more
