The lecture will present a systematic overview of key reforms in higher education and research implemented in Russia from 2000-2014. It will ask whether and in what ways these reforms can be understood as fitting the “neoliberal” policy paradigm. Innovations like external quality control, measurable performance indicators or a managerial approach to academic governance will be examined. Finally the larger question of the interrelation between technocratic reformism and the rise of authoritarian regimes will also be discussed.
